It's from Returns.  If memory serves, it's a publicity shot of him coming out of the Batmobile from the fight in Gotham Plaza at the start of the film.

I've got that pic on a Batman Returns trading card and I am sure if I look, several other places in my Batman Returns collection.

The pic is actually from 1966's Batman film. Keaton worked as a stand-in for Adam West.
