Looks like one of the Street Fighter characters (Sagat). Dunno why he's wearing a candy cane outfit. Why not wear the Joker goon outfit?

Don't know if that guy is Sagat, but it's EXCELLENT stuff.  Hilarious, makes you wonder what sort of other (anauthorized I guess) merchandise exists out there.
