That's the general consensus. I think there might be something to it. I have noticed that they emphasize his presence as a child in all the recaps/flashbacks so it is possible he is operating in the background, keeping taps on Dex.

EDIT: This is a distinct possibility because as of 1989 Brian Moser was a free man

James Remar has confirmed via cameo that he will reprise the role of Harry Morgan in Dexter: Resurrection. I must admit that I am giddy at the notion of having joined this fandom when I did.
