yes. alas big bad harv was totally ignored in any of the movies. part one of the two-face origin episode of btas is one of the best because it showed harvey's dark side and how it threatened to and ultimately did destroy his life as he knew it.

if i could redo batman forever i think i would have harvey scarred a little bit into the movie and at the beginning have him as a patient of chase (he recommends her to bruce, though that would take out the whole stalker plot that got him with her in the movie) and the big bad harv personality shows its face (no pun intended, for real) sort of like when he nearly attacks dr. leslie in two-face 1.
