I'm pretty sure it was stated as 'Joe Borg' somewhere.  I'll have to check what source that came from.  How about the Mayor in Batman Returns?  The novelisation says that his surname is 'Jenkins'.

On Lee Wallace's wiki bio they say he played William Borg. On some Batman wiki they say he played Joe Borg.

Wikis are not reliable as we know, but the lack of one concrete name here is pretty funny.
