What you have there Grissom, is an excerpt to the fan film titled, Patient J.  A while back I had started a thread on Patient J, but nobody really cared to respond.  However, here is the link, if anyone is interested.  It includes other links to watch the full film.

The soundtrack reminds me of the music used in silent films.
