I purposefully didn't mention Cher since I can't believe that she was ever a realistic prospect back in 1991.  Neither did I mention Madonna who was also associated with the role at one stage, just the ones I personally think would have done a decent job (if not quite as excellent as Pfeiffer).

I think Cher was often mentioned as a possibility for Catwoman back in 1989 (probably due to her sucesss in Moonstruck just a few years prior) when people were debating on who would play the villains in the sequel. Danny Devito was always the favourite for Penguin. Much like Robin Williams for Riddler.
