Urban Legend: Was Harvey Dent originally going to be Max Shreck?

For all we know, you could be right. The only comic that Burton was ever familiar with was The Killing Joke, and claimed that was an influence for the first film i.e. Jack falling into the chemical waste to become Joker, and how the hero and the villain were a reflection of each other. Of course, the difference is that Batman and Joker played a part into creating each other.

I think it's quite likely that Burton wouldn't have set up a sequel and the third film from Burton would've distanced itself from BR too, with only Keaton, Gough and Hingle possibly returning. I was speculating what could've been if they decided to keep Dent at least in that cameo at the end.
