I find having an idea and passion for something in particular helps from the outset. Thus I would give a 'what villain should I use' poll a miss.

That's the costume Schumacher gave us. So kudos to him.

I think the female Batman villain characters are pretty spot on.

Catwoman - the female mirror of Batman with the ambiguity.
Harley - Female equivalent of Joker with the unstable, one bad day angle.
Poison Ivy - the woman you may want but literally can't have. A kiss kills for crying out loud.
