I don't think we ever saw this prop in the film, but anyway, a birth certificate was created for the Penguin.

According to the details here, Penguin was born on the day before Christmas Eve in 1950. That would mean the present day would've happened in the year 1983, when Penguin would be turning thirty-three.

I wouldn't take these details seriously though. If you look at the opening scene of BR, the Cobblepot Manor didn't have any Christmas trees or ornaments on display when Tucker rushed to see his newborn son, until the next scene when the baby was locked up in a cage. I reckon Oswald would've been born at least a month before the Christmas season to make the passage of time plausible. Plus, the document would've added another sad aspect of the Penguin recovering his identity, his birthday would've been only a couple of days before Christmas, but this was never explored in the film. Unless I'm drawing a blank, this unseen prop contained details that were discarded in the film.
